Admission Guidelines for International Students

Categories of Applicants

The policy applies to the following Candidates:

  • Foreign Nationals: Candidate who holds a passport/ Citizenship of a country other than India
  • Overseas Citizen of India (OCI): A Candidate who has an Overseas Citizen of India (OCI) card or also holds a Passport of a country other than India
  • Non-Resident Indian (NRI)

IIS-TIE (IIS – Together International Exposure): The International Cell

The University offers a single window support service to the international students through its International Cell, known as IIS-TIE. The cell oversees and manages the existing and future international relationships, collaborations, and partnerships contributing to the university strategic aims towards internationalization. The cell facilitates the international students with all adequate infrastructure, quality education environment, adequate lodging & boarding facilities. It is a Single Window to the international students for the solutions of all their queries and grievances.

The centre also provides them with the information regarding admission, along with guidance and assistance to help adjust to a new academic environment. The centre also enables the students to acclimatize themselves not only with the institution but also with the city, especially with regard to its culture and language. Admission Eligibility Criteria

Eligibility criteria remain same for foreign applicants as applicable for Indian resident applicants as mentioned in the academic handbook and prospectus of the university. The candidate must ensure the fulfilment of the minimum eligibility criteria for the programme and the Courses in which admission is desired. Eligibility for Admission to Under Graduate and Postgraduate programmes

  • For admission to a Under Graduate Programme, the minimum eligibility is a senior school examination certificate (class 12) from any recognized or accredited board of education in India or abroad or equivalent examination as recognized by the Association of Indian Universities (AIU), New Delhi.
  • For admission to a Postgraduate programme, the student must hold a Bachelor’s degree from a recognized University with a minimum percentage of marks/ grades as prescribed by the University. 
  • Students from foreign countries will generally be admitted in the beginning of the academic year. However, students may also be admitted in between semesters as special provision or under the Exchange Programme for which there is the requirement of a Memorandum of Understanding.
  • On the spot admissions are granted to overseas students subject to verification of their eligibility qualifications and availability of seats.

Eligibility for Admission to Ph.D. Programmes

  • For admission to Ph.D. programmes, the student must hold a postgraduate degree with at least 55 percentage of marks or equivalent grade from a recognized University.
  • Admission to Ph.D. programmes is subject to qualifying the Research Entrance Test (RET) conducted by the University and fulfilment of other conditions as outlined in IIS (Deemed to be University) Ph.D.  bye laws available at
  • All international students wishing to undertake any research work or join a Ph.D. programme are required to obtain prior security clearance from the Ministry of Home Affairs and approval of the Department of Higher Education, Ministry of Education, Government of India.
  • An international student may be considered for admission to PhD programme without requiring Research Entrance Test (RET) clearance as per following provisions:
  • An international student who is a recipient of the fellowship of Indian Council for Cultural Relations (ICCR) or cultural exchange fellowship of the Government of India or a recipient of a research fellowship sponsored by the Government of his/her own country.
  • A self-financing international student who is admitted through the Embassies/High commission of his/her country in India or admitted under an MOU with due clearance from the Indian Missions abroad and granted a research Visa.
  • The equivalence of the degree possessed by the international applicants is settled by the Association of Indian Universities (AIU).
  • However, the Research Admission Committee (RAC) of the concerned faculty of the University examines the degrees and certificates and takes necessary decision regarding specialization and pre-requisites for the proposed research before their admission.
  • An international student is admitted to the Ph. D. programme only if the degree possessed by them entitles them for enrolment as Ph. D. scholar in the universities of his/her own country, provided that the same are not lower than the criterion prescribed by IISU Byelaws, else the criterion of this University shall apply.
  • The supernumerary quota for self-financing international students shall be restricted to a maximum of 15% of the total available seats in a department/discipline.

Admission Process

The International students can access the information regarding admissions and programmes offered from the university website,

  1. Candidates keen on admission can fill up the online admission eligibility form for “International Students” available on the university website, submit the same along with the required documents and application processing fee within the prescribed time limits.
  2. It is mandatory to provide correct email address in the form as it will be used by the Admission Office for all kinds of communication related to your admission.
  3. It is advised to keep a copy of the complete admission eligibility form.
  4. Cost of the Admission Form will not be refunded under any circumstances.
  5. Once the admission eligibility form has been scrutinized satisfactorily by the university, an admission offer is sent to eligible candidates for VISA applications and other formalities.
  6. After the VISA clearance, the candidate is required to submit a copy of visa at admission office and deposit the requisite fees.
  7. However, for Programmes, where GD/PI are necessary and in research degree programmes, the candidates are required to visit the University for completing the admission formalities and pay the required fees.

Admission to Part Time Programmes

International students who enrol themselves for full time Programmes in any other institution can be given admission to the part time Programmes only if they hold a valid visa for the duration of the part time programme (separate visa is not required); and fulfil the prescribed eligibility qualifications for the programme.

The documents required at the time of admission are as follows:

  • Documents indicating Date of birth (Passport/Social security card)
  • Marksheet/s of the qualifying examination passed
  • Certified transcripts in English language listing all the courses with marks or grades obtained/ Table showing the equivalent marks for the grades awarded
  • Degree/ Diploma certificates
  • Transfer/Migration certificate
  • Conduct/Character certificate
  • English Language Proficiency Certificate (TOEFL/IELTS score card), if applicable
  • Accreditation certificate of the school / University
  • Equivalence certificate issued by AIU
  • Nationality Certificate / OCI Card/NRI status certificate (Xerox copy) (whichever is applicable)
  • Passport (Xerox copy)
  • Medical Insurance certificate
  • Medical fitness certificate
  • Student Visa (for UG and PG programmes)*
  • Research Visa (for M.Phil. and Ph.D.  Programmes)
  • Three passport size photo duly signed by the candidate

*All international students will require a Student Visa for joining a full-time programme. The visa should be valid for the prescribed duration of the programme; however, it is not required in the case of (non-resident Indian) NRI students. Those students who are pursuing a full-time programme in any other institution do not require a separate visa for joining a part time programme, provided that their current visa is valid for the entire duration of the programme.

  • Certified Transcripts

Certified transcripts in English language, listing all the courses with marks or grades obtained are required as evidence of academic performance. Transcripts in languages other than English are not acceptable.

  • Equivalence Certificate

All the candidates with foreign certificates/degrees must obtain an equivalence certificate from Association of Indian Universities (AIU). The complete address for the same is mentioned below:

Application for admission will be considered only when equivalence certificate is obtained and submitted at the admission office in the university. In case, if the law so demand, when aninternational student is given admission to any programme by the university, the required information (such as name of the candidate, nationality, address, programme being pursued, purpose and duration of the stay in India) will be submitted to the Department of Home and External Affairs and/or local police.

  • English Language Proficiency Certificate

If the candidate is from a country where English is not the primary language or language of medium of instruction (during secondary or tertiary education), she is required to submit any of the following English language proficiency certificate:

  • The test of English as a foreign language (TOEFL), conducted by the educational testing service in the US, in which score of at least 60 (iBT)/ 580 (PBT) is required.
  • The International English Language Testing Service (IELTS) test conducted by the British Council in which a score of 6 or more in each section and an overall score of 6.5 are required.

Candidates from non-English speaking countries having score of TOEFL/IELTS less than as mentioned above will mandatorily have to complete a bridge course offered by the department of English at the university.

  • Medical Insurance and Medical Fitness Certificate

International Students are required to have medical insurance in order to meet the medical treatment expenses, which are not available at the university medical facility. All international students seeking admission to the University will be required to produce a medical certificate of fitness from a recognized hospital of  their country. Final admission would be not be granted if found unfit.

As per government rules, all international students entering India on a student visa have to be tested for HIV and will not be given admission if found to be positive.

  • VISA

All the students admitted to full time UG or PG Programmes shall require a student VISA endorsed to the IIS (Deemed to be University), Jaipur. For Students admitted to Ph.D. programme will require a research VISA endorsed to the IIS (Deemed to be University), Jaipur. A copy of this VISA valid for prescribed duration of the programme has to be submitted in the admission office at the IIS (Deemed to be University), Jaipur. VISA is not required for NRI students.

  • Prior Security Clearance

All international students desiring to undertake any research work or join a Ph.D Programme must obtain prior security clearance from the Ministry of Home Affairs and the approval of Department of Higher Education, Ministry of Education, Government of India and this must be on the research visa endorsed to the IIS (Deemed to be University), Jaipur.

Hostel Facility 

The university offers hostel accommodation to the international students on payment of the required fees. However, the students can also take on rent private apartments near the university campus. For more details related to hostel facility, please visit

Medical Facility

The University maintains an “Infirmary” with a qualified nursing Superintendent on duty throughout the day, to provide and facilitate medical assistance and fitness counselling to all the students and staff members. The Infirmary at the University is equipped with the necessary first aid facilities, such as beds, observation table, stretcher, wheel chair, weighing machine, Sphygmomanometer and other requisite medical aids. A Homeopathic doctor and a physician visit the campus on a daily basis. Also doctors with speciality are available on call at any time as per the requirement. The university has tie up with neighbouring hospitals for emergency services.


  • Student Support and Facilitation

Upon arrival of the candidate at the university, the International Cell: IIS-TIE will assist the candidates with one stop support facilities, where information regarding residential arrangements, language support and other facilities available on the campus will be provided to make their stay comfortable.

  • Document Submission and Verification

All international students who receive an admission offer letter from the University for any programme should bring a valid visa and all the original documents(including passport, student visa, academic documents, medical fitness certificate, etc.) for verification and completion of the admission process, failing which admission shall not be granted. The visa must be endorsed in the name of the IIS (Deemed to be University), Jaipur. No other endorsement will be acceptable.

  • Undertaking/Declaration/Arrival Form

The candidates are also required to submit an undertaking/arrival form declaring that the documents submitted by them are true in all respects and will abide by all the rules and regulations of the University. In case, any entry or information or documents are found to be false, this shall entail automatic cancellation of the admission.

  • Registration in Foreign Regional Registration Office (FRRO)

After confirmation of the admission, the candidates are required to get themselves registered with the police in the Foreigner Regional Registration Office (FRRO) of the local Police within two weeks (14 days) of arrival in India.

  • Discipline

International students shall have to abide by all the rules and the code of conduct as applicable to the Indian students of the University.

  • Change of Programme& Transfers

A candidate, who has been granted admission to a particular programme at the University, shall be allowed to change the programme as per the University norms.
Transfer from one institution in India to another is ordinarily not allowed. In exceptional cases, the Students’ Counselling Centre may permit this, based on the eligibility rules and subject to the approval of the Management of the University and submission of “No Objection Certificate” from last university attended.

  • Examination and Award of Degree

The procedure for examination, payment of examination fee, issuance of marks list, passing certificates and award of degrees will be the same as that for the Indian student at the University.

  • Refund policy

The decision pertaining to the refund of programme fees will be as per the rules of the University.
